Essentially, the relationship between the government and parliamentis the decentralization and checks and balances relation betweenadministrative legislation powers. In the Southeast Asian authoritarianperiod, because of the subjective and objective factors, a qualitativechange in the relation between the two appeared. It changed into therelationship between the two unequal statuses of the two rights, theuneven distribution of power relations. Parliament can not play its duerole, and become vassal government agencies. However, under theauthoritative politics, the Council didn't and will not be canceled; itis of particular significance to the existence of the government. It isembodied in the modernization process that the conflict and tensionbetween the government and the parliament.This paper is divided into five parts: The first introductory chapter,the change from parliamentary democracy to the authoritarian politics.After independent, parliamentary democracy changes to authoritarianpolitical for the inner contradictions of parliamentary. Parliament stillplays its role under authoritarian politics. The second chapter, the basiccharacteristic and essence of the relationship between the government andthe parliament. We study the basic character of relationship throughelections and the formation of the legislative the essence of therelationship between the two is pattern of the strong government and theweak parliament. The third chapter, the reason of organization for thestrong government and the weak parliament in the period of authoritarianpolitical authority. Many factors result from such organization,including the Constitution, the political balance of power. Politicalculture and tradition. The fourth chapter, the influence and tendency ofthe relations between the government and parliament. The pattern of stronggovernment and weak parliament can provide a stable political environmentfor modern development in Southeast Asia. However, this pattern existsmechanism defects, which does not help in the political stability. Thetrend is the consistency of system and the actual political. It is decidedthe development trends of political development that the asymmetricalrelationship between the government and parliament.
