Government Leadership In Building A Harmonious Society

Constructing the harmonious society has become one of the most popular political phrases now. As an important content of enhancing and improving the construction of the Party's governing ability, it also manifests a kind of scientific leadership view. Leadership is the most important functional category in leadership activities, and the vitality lasting leadership activities, and also a propeller to the development of all the social undertakings, which influences directly the developing process and direction of a society. From this, we could say that leadership is the subduing power in constructing the harmonious society. And since modern times, with the division between nation and society, the government has become a comparatively independent entity. In the relationship between government and society, the government is improving by its own practices that it is now affecting actively the society instead of adapting the requests for social development negatively. So the government will also play a leading role in constructing the harmonious society. This thesis, focusing on the government leadership in constructing the harmonious society, using the methods of consulting literature and induction analysis, basing on the knowledge of sociology and public administration, tends to make some original researches.Government leadership in this thesis refers to the integrated power to realize government responsibilities and settled goals, basing on the comprehension of inside and outside situations, by using various resources and means to act on the leading objects and environment. It is a comprehensive manifestation of government ability. Because of the existence of the unharmonious elements in the society and the facts that the government leadership is not powerful, it is now an urgent task to promote government leadership. And in the harmonious society, government leadership should be a kind of reasonable leadership paying attentions to all quarter's benefits, so it more likely to manifests the harmonious leadership, including the guidance to the social value, the domination of the economic advancement, the command of the national development, the equalization of social interests, the integration of social resources, the reaction to the public crisis, and the response to the public requests. To promote harmonious leadership, the government should try to integrate harmonious spirit to the leadership view and realize the inner harmony, so as to offer effective services to the public and gain the harmony in the whole society.
