Changsha City Community Policing Resourse Development

With the introduction of the concept of resources of the people of police affairs in community, resources of the people have received increasing attention in the process of building community. This concept of our police theories and police practice had a positive and a far-reaching impact. The practice of the past 10 years shows that even though police affairs in community model and the mechanisms vary, views differently for a wide range of differing community policing project, the efficiency of police affairs in community are still surviving misgivings, but it is universally acknowledged that the impact of the human resources is increasing. The key tasks of police affairs in community are to the development and use of human resources, and its development is a prerequisite of its use.This article firstly expounds Broken Windows Theory, and reveals the development theory of resources of the people of police affairs in community. Then, through describing the status quo of resources of the people of police affairs in community in Changsha City, especially human resources development, financial and material resources development, on the prevention of crime prevention awareness and preventive measures understanding and grasp of the extent of, it can be summed up that to expand Changsha community policing compliance resources exists some problems: the awareness of community policing compliance resources is wrong; Current public security management system hinder the expansion of resources compliance; social environment hampers the organic integration to resources of people. Based on the analysis, the strength of resources for Development Studies delay, in compliance resource development mechanism failure, and compliance resource development imbalance is the main cause of those problems. To solve the above problem, I believe that attending and deepening theoretical research, and changing the traditional concept; combined from the advanced experiences of the developed countries and the Enlightenment; rely on all social resources, building innovative community policing resources to broaden the financial resources of the way.
