Administrative ethics is the guiding ideology and soul of the public administration management. The economical globalization development, the political democratized tendency as well as the public administration function change all force the administrative personnel continual to readjust original ethics idea and the value orientation. The administrative ethics status and the function has also received more widespread valuing, strengthening the public administration ethics theory and the practice construction, has already became the world current. The level of the administrative ethics inevitably has the profound restriction and the influence to the social construction and development.Cooper is a scholar who has the extreme influence in the American public administration ethics domain now. He thought the appearance of the administrative ethics conflict is inevitable. The administrative ethics conflict typical forms include the authority conflict, the role conflict and the benefit conflict. The main solution of the administration ethics conflict divides into the external control and the internal control two parts: the external control including: the administrative ethics legislation and institution, perfects administrative ethics surveillance mechanism and establishes the system for the official to ask the responsibility; the internal control including: regulates the organization standard and organization ethics of the administrative department, maintains the official individual ethics independency, nurtures the contract spirit, perfects administrative personality. This article through discussing Cooper's administration ethics ideology, analyses the various factors of conflict forming, under the exploration administration ethics angle of view solves the administrative ethics conflict to carry on the internal and the external control way. Namely not only request reforming law, organization system and regulation and so on, but also request the administrative personnel to utilize individual ethics independency positively, resist the unreasonable organization and its higher authority's irresponsible behavior. At the same time, we must display own moral imagination as far as possible, conceive more moral question about the concrete situation, and the policy-making plan provided for choice, in order to find the most appropriate policy-making method finally, such motion is responsible and moral policy-making.Our country and America have the differences in the national condition and there are basic differences between our country's administration ethics and American administration ethics. But many questions of the two countries' administration ethics development facing to are common, the theory and the practice path also should have many superposition place. The development of American administration ethics is relative mature and consummation, but Chinese administration ethics research has just started. Cooper is an American renowned administration ethics expert, his ideology has the model significance to our country's administration ethics development. Therefore the article has analyzed the present situation of administrative ethics legal system construction in our country and the questions when administrative personnel display individual ethics independency facing to, and according to the Cooper's ideology theory, has showed the way to solve the question.The people's happiness and the country's prosperous economy is administrative personnel's highest goal, for this, we must not only keep up the legal system construction of administrative ethics, but also should diligently cause the administrative personnel to possess the good individual ethics independency simultaneously.
