Enlightenment Of Cooper Administrative Ethics On Administrative Ethics Construction Of Chinese Civil Servants

China is in a period of rapid social transformation. Because of diversitied social value, the civil servant does not have a standard of value in administrtion practise.This leads to the anomie of administrative morality. Some civil servants lack of responsibility.abuse of power, prevarication in work, evasion of responsibility and even corrupt. Such behaviors have negative influence on social stability and public trust. It is high time that China should attach great importance to the construction of administrative ethics.Cooper is a master in the field of administrative ethics research with significant contrbution in this area and has achieved fruitful research results. The Administrative ethics:Relize the Administrative Responsibility Way and the Handbook of Administrative Ethics are his representive works. Cooper said responsibility is the core of administrative ethics. Internal and external control ways combinate to achieve administrative responsibility. Personal moral quality, organizational system, organizational culture, social expection are four elements of responsibility. Besides,civil servant’s individual ethical autonomy is eqally important.Fifth Plenary Session of Chinese Communist Party’s Eighteenth proposed deepening of the administrative system and furthering transform government functions, to improve government efficiency, achieve cadres honest and incorruptible government. All these need a civil service with good moral quality and high sense of responsibility. Therefore, this dissertation analyzes and learn from Cooper’s administrative Ethics, according toChina’s actual conditions, to enlighten administrative ethics construction of Chinese civil servant.
