| Administrative ethics as the dominant idea and the soul of public administration,its function and position in the economic globalization and political democratization and the change of the functions of public administration is increasingly important.Country stable development, the people to live and work in peace put forward higher requirements for administrative organizations and administrative personnel of the administrative ethics level.As the influential administrative ethics experts in the United States, Terry L. cooper’s(hereinafter referred to as the cooper) ethics thought in the United States and the world within the scope of the field of public administration ethics has a pivotal position.He pointed out that the emergence of the ethics conflict in the administrative ethics is inevitable.And role conflict, power conflict and conflict of interest is the most basic forms.In order to achieve the responsible administration,to make the four elements(organization system, organizational culture, individual moral quality and social expect) into interactive balance,effectively solve the external control and internal control is the basic way.In this paper, I generate it from the development of the western administrative ethics and the cooper’s background of administrative ethics thought, relatively and deeply discusses his ethics thought.At the same time,starting from the realistic national conditions of our country,selectively taking example by cooper’s results,thus raise some own shallow view for the development of our country’s administrative ethics and administrative ethics legalization construction. |
