World develops from the modern society to the post- modern society, we are in a period of social transformation. In this transformation process, rely on guiding an individual’s way of thinking and behavior of values also have a unified, clear standards to dispersion, which makes in society play a variety of roles, members of the community in the face of complex problems facing conflict from various aspects and in ethical dilemma of trap and helpless, to give up the problem solving, lead to the occurrence of the phenomenon of evading responsibility. This phenomenon showed in administrative personnel is due to face a variety of power conflict, role conflict and the conflict of interests in the work of the administrative staff of ethical dilemma, so as to select the active or passive evasion of responsibility. Government administrative personnel escape responsibility behind the hidden is the continued to fall into the political and ethical dilemmas in, the dilemma fundamentally speaking involving in a pluralistic society to adhere to the values, beliefs and principles for sorting problem. This article mainly uses the case study method and the literature analysis method to carry on the research, the paper mainly includes the following several parts:The first part is the introduction, which focuses on the purpose, significance, methods and research status of the research in this paper; The second part is the main content of concepts and Cooper administrative ethics, source of theory in the two books, respectively is the administrative ethics: realizes the administrative responsibility way "and" public administration of citizen ethics", the previous works.
