Supervisory management of fire prevention and control is generally defined as: According to actual situation of the police and the fire supervision departments, the resource allocation of the quality policy, quality objective, quality document, and quality establishment process of fire service, the mechanism of quality measurement, analysis, improvement can be established, base on the method and means of modern quality control. This is the architecture of Quality Management System. This is the service quality management analysis, optimization and system construction on the supervision and management of fireprevention and control,, in order to provide somevsluable information for the development of the supervision and management of fire prevention and control, such as to advise the corresponding principles for system construction, to identify the process and duty, which is helpful to achieve the objectives of the supervision and management of fire prevention and control, and to provide necessary resource to the management. This paper also analyzes the target system which is provided to realize the construction of the supervision and management of fire prevention and control, evaluates this system, and establishes a new evaluation system, which is used to explore the methods of evaluating, analyzing, improving this quality system, and formatting a long-term and effective mechanism. Finally, this paper combines the practical condition of Suzhou public security and fire fighting departments, to establish a quality management system of the supervision and management of Suzhou public security and fire service, to determine its quality policy of fire policy, its quality objectives, its quality document, and the mechanisms of the process of formation of the resources allocation and quality establishment, analysis and improvement.
