On The Construction Of The Responsibility Of The Government And Its Path Selection

Constructing a responsible government is the value-orientation for the administration of a modern government, the modern society's most fundamental requirement to its governmental mechanism of performances, and an important object of the reform of government's administrative system. Within the past administrative system of high-concentration of power, the government's power and responsibility were severely disjointed and unbalanced: neglecting investigation of responsibilities while emphasizing the allocation of power, and neglecting assumption of responsibilities while emphasizing the exercise of power. In recent years, the idea that a responsible government should be constructed in the process of the reform of the administrative system is widely accepted by the central government as well as local governments. At the same time, many scholars have put great emphasis on it and some of them have offered a lot of constructive suggestion. The paper consists of four parts. The first part, starting with the theoretical connotation of a responsible government, expounds the meaning, specification and roles of a responsible government. In the second part, the author, based on the present situation of our construction of responsible governments, comments on achievements and problems to be solved in constructing responsible governments. In the third part, according to activities of the western developed countries'responsible governments, the author does a summarization of their practice, which can provide references and enlightenment to China's construction of responsible governments. In the fourth part, the practical significance and approaches to construction of responsible governments are argued, and then the principal idea and strategic measures to push forward constructing a responsible government is proposed, which will provide our government the necessary theoretical supports and references to boost innovation of our administrative system, to improve the overall governance, and to construct a harmonious socialist country in our country.
