The social development in China has entered the accelerated transferring period since the reform and opening up policy. At this new era, the economic tide carried away every corner of the society. However, disorders of administrative ethics, such as corruption, money trading and abuse of power for personal gains, occurred in some administrative departments which_seriously damaged the social image of the contingent of cadres. These conducts constrained and influenced the building of administrators to some extent during the course of rapid economic development. How to solve the conflicts is particularly important for speeding up all aspects of economic and social development and enhancing administrative efficiency.On the basis of previous studies, this thesis refers to the outstanding achievements of administrative ethics and locates conflicts of administrative responsibility in administrative ethic field (rather than field of the law). We analyze ethical reasons originated from conflicts of administrative responsibility and try to find solutions of conflicts of administrative responsibility so as to solve effectively the problems of administrative responsibility for the conflict.The thesis consists of four parts as follows:The first part mainly discusses the relevant concepts. By defining these concepts, we understand internal relevance between responsibility and ethics, which also set a theoretical basis for subsequent study.The second part elaborates the manifestation of conflict of administrative responsibility, such as the power of conflict, conflict of interest, role conflict, value conflict and the conflict of legal and reasonable, and discusses the ethical relationship reflected by the conflicts of administrative responsibility.The third part analyzes various factors produced by these conflicts:influences of traditional administrative ethics in China, impacts of the individual quality of officers, the system deficiencies, and so on. Only by finding out the concrete reasons can we got countermeasures for solving problems.The detailed countermeasures to solve accountability conflicts have been put forward in the fourth part, which is the core part in this thesis. On the basis of the internal-external control model put forward by the theoretical circle, this thesis reconstructs the concrete countermeasures according to the model. Furthermore, we also propose the third means from the point of dialectical philosophy to supplement the current lax measures:an government functioning for public service-oriented should be built in order to settle the conflicts for administrative staff in their activities comprehensively and systematically.
