Strengthen The Research Of Governmental Environmental Moral Responsibility

Strengthen the research of governmental environmental moral responsibility, especially to strengthen the governmental environmental moral responsibility having Chinese characteristics, is a theory and practice of epoch-making significance. It helps to improve and supplement the theory of the responsible government and the government responsibility, but also helps to promote China’s ecological economic development and construction of harmonious society, and for our government stepping to the post-industrial age shining the light into the ethics sounded the horn. The author uses five ways including literature analysis, theoretical analysis, comparative studies, systems analysis and case studies to carry on the comprehensive, multi-level research. Combined to collect all kinds of literature, the author made initial definition to the connotation of government environmental moral responsibility, and summarized the the basic characteristics of government environmental moral responsibility, which is the premise of the further research. After further analysis and research, I found that since the reform and opening up, despite the Chinese government has achieved some success for fulfilling the government environmental moral responsibility, but due to be restricted by some factors, for example, uneven economic development, the traditional concept of development and the error performance concept, government environmental moral responsibility deficiencies in the system and the construction lag, functional transformation is not complete, Western governments management ideas and so on, a series of problems occurred during our government perform the responsibility of environmental ethics, such as some governments’environmental moral responsible awareness is low, and thinking has a deviation, environmental effectiveness of the legal system and moral responsibility, lack of legitimacy and integrity of local protectionism is rampant, and lax environmental enforcement and supervision. For above missing, the author proposes the path strengthening the Chinese governmental environmental moral responsibility, including through introducing the theory of "eco-Man" rational and strengthen environmental moral education to set up the correct view of environmental moral responsibility, introducing the theory of "eco-Man" rational is the research highlights. Presently China is facing the traditional industrial society to ecological civilization and two types of social transformation, in the context of environmental law, the government as a "human ecology" is qualified legitimacy."Rational ecological man" hypothesis is based on realistic assumptions, is the negative inheritance and transcendence to economic man inherits, and contains the requirements of environmental virtue. Bringing the theory of "human ecology" rational in fostering a consciousness of governmental environmental moral responsibility, will help the government to establish economic win-win development and environmental protection scientific responsibility awareness and promote the government consciously learning objective laws of the natural environment, and consciously assume the obligation to protect and care for nature; through the egal system construction of the governmental environment moral responsibility, reform and innovation of system, the improvement of the mechanism to vigorously promote the construction of the regime of governmental environmental ethics, and for the government environmental ethics responsibility to provide a solid protection of regime; through deal with relationship, which is the government and the market, citizens, society, and coordinate with relationship between government and political, economic development, and establish environmental authority of each function department to really and effectively speed up the adjustment and transformation of the government environmental function, so that the government’s environmental "good governance" and the social environment "autonomy" to lay a solid foundation; through efforts to explore the government environmental moral responsibility theory with Chinese characteristics and the gradual establishment of the rule and the virtue isomorphic government environmental moral responsibility model to actively build Chinese government environmental characteristics moral responsibility model.This paper takes the governmental environmental moral responsibility, as research subject and put forward some new ideas of academic significance. The analysis framework constructed in the paper can serve as reference for the research on responsible government and the government responsibility research under the background of ecological civilization. Also, the strengthening path of the government environmental moral responsibility to have a certain guidance for practice.
