Migrant Workers In China Research On Social Security

Since the deepening of China's reform and opening-up, the reconstruction of rural economic system, the adjustment of industrial structures and the quickening of transferring speed of the rural surplus labor force, more and more farmers enter cities for working, thus forming a great colony of urban farmers. The emergence of urban farmers do not only increase farmers' income, hasten the development of rural areas, but also do great contribution to the development of urban economy. However due to the dual census register systems between cities and villages in our history, the urban farmers are marginalized in cities: they are "immigrated population" or "temporary population", still with their fanner identity in cities. They work in cities and countries but are being marginalized because they have no insurance compared with urban people. The social insurance problems of the urban farmers affect the smoothness of the margin labor forces' transition, the increase of the fanners' earning, the urbanization progress and realization of well-to-do life, etc. Therefore, to pay more attention and examine closely on the social insurance of the urban farmers and to improve the social insurance systems are meaningful.Though the Central Government and local governments both have set some regulations for the social insurance of the urban farmers, however, owing to complexity of the urban farmers themselves, these regulations fail to get ideal implementing effects, and the urban farmers do not really get the social insurance. Therefore, we must know the difficulties and importance of establishing the social insurance of the urban fanners. According to the frequent transferring and complexity of them, we should establish a special social insurance system for them in short time.There are five parts in this article: The first part introduce the history the the urban farmers. Then reviews the urban farmers' social insurance models that used in Guangdong and Shanghai, etc. and analyzes the inefficiency of these models. The second part points out the necessity of building up the social insurance system of the urban farmers. The third part let us know the main obstacles of forming up the urban farmers' social insurance. Then the forth part of this article brings forward the thought of safeguarding the interests of farmer labors step by step with centralized objective and diversified transition. Meanwhile, it points out that the farmer labors should be classified into several types by their occupation character, flowing rate and income levels so as to establish their different degree pertinent social insurance system in phases.At last, we build up the concerning ways which is useful in actual work such as the financial problems and the transfer of the personal account,etc.
