China's Anti-drug Policy Review

The spread of drags has become a global problem, the drugs has become a serious social problem in our country too. China has worked out a "no drugs" plan: oriented to judicial punishment(strictly punish the crime of drug), suppress both as a measure(punishment both supply and demand), stop importing illegal drugs from foreign countries, implement four bans inland, and strictly enforce the law. This paper attempts to examine the current anti-drug policy, in order to know whether it has reached the goals or purposes, whether there is a discrepancy in the policy so we need to make amendments, whether there are mistakes in the implementation so we need to make betterment, so a examine is useful. This paper consists of three parts:The first Part(Introduction): in this part author introduce the background of the study, the scope of the study, the methods and limitations of the study, focus on reconstruction the awareness of drug in the ethical dimension and explained some important terms. Although I know the public perception of the growing seriousness of the drug problem, however, many people do not understand the nature of drugs and drug-control strategy, their awareness of drug mostly from the media. In fact it is drugs regulated by law, which can lead to drug addiction, but when it is not being used, it is nothing. This is very important; because when we condemn drugs many people have a tendency that these substances are evil. When we try to eliminate drug-related problems, there is a tendency to eliminate these substances exclusive. This may overlook all the factors leading to drug abuse; term used as "legal drug and illegal drug", "irregular or excessive use of drugs", "drug abuse", "drug-crime decriminalization", "legalization of drugs" is a bit arbitrary explained, this not only leads to the confusion attitude to the using of drug, but also bring obstacle of intercourse.The Second Part(Argumentation): First of all, the author introduces the drug abuse situation in the world and the analysis of the current drag market. Although estimating the illicit drug market is difficult, however, we do know it is enormous. Data from the UNODC and all country's annual report tells us, while the drug controls mechanism working, the world drug problem remains. In a comparative analysis of the anti-drug strategies, the authors first discuss the four principles of the drug and why people hit the pipe. On the anti-drug policy, I believe that can be divided into two kinds, one is the judiciary punish mode; the other is the drug legalization. The precept of judicial punishment mode include reduction of supply and demand-reduction strategy, but most countries have put too much emphasis on reduction of supply, which aim at controlling illegal drug distribution system to achieve the purpose of controlling the supply of drags, controlling the price of drug to reduce drug consumption. Such policies did not achieve expectations of decision-maker. May be policy inclined to reduce demand more effective; on the legalization of drugs, the author introduce its strategy "legalization", "drug crime decriminalization", "prescription and maintain pattern" "harm reduction". The author acknowledges that the results obtained in individual countries, whether such policy can solve international drug problem, we should have careful attitude. Whether it will lead to the disintegration of the intemational drug control system, we need to do further research. In a review of China's anti-drug policy, includes policy making and policy implementation, divide into variable, intervening variable and dependent variable for position analysis, in which the shortcomings and the possible existence of a causal link, to ensure the effectiveness and legitimacy. The annual statistical data is used to evaluate the effectiveness of the policy. The independent variable is the policy making of central government and local governments. There are shortage such as anti-chug policy fails to touch root causes of drug abuse, ratio imbalance exists between the various anti-drug policy, the penalties exist in a uniform policy, government do not effective measures to help drug addicts back to social; intervening variables are the ability of local governments and the central government, there are shortages such as serious scarcity of capital, the system of anti-drug is not all right; dependent variable is actual implementation of the skeleton sector, there are shortages such as pay too much emphasis on combating a large amount mongering drugs while neglecting sporadic mongering drags, labor treatment did not received adequate recognition. Of course, in the long term of anti-drug struggle, China's anti-drug policy is also good at launching civil war against drugs, more realistic and gains some effective experience in practice.The Third Part(Conclusion): In order to solve the drug problem and build a better country, we should not only attach important to the successful experience in the long-term of the fight against drags, but also have a good solution to the inadequacies of the existing anti-drug policy. On the base of the analysis of the feasibility studies, the author propose six plans: establishing a national anti-drug departments, strengthen the anti-drug unit, increasing the investment, reforming the financial burden system, attaching important to the impact of family, taking the school drug education into reality, taking the community anti-drug coalitions to promote the building of drug-free communities, reconstruction treatment system, strengthen the cooperation between central government and local governments.
