Rapid increase of labor force and continually climb of the unemployment rate in developing countries are two important factors for international migration, while advance of the traffic and communication also helped its expanding. The drive will not halt unless the differences in the living standard and payment between the original and employment countries disappear. Denying the demand of migrant workers is an important issue, because it is the main cause of the illegal migration and the core of the violation of the human rights of migrant workers.The ultimate way to solve this problem is entitle the rights to the migrant workers through legislation. Realized this and intended to change this abnormal situation, the international society passed the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families (ICMW). However, the text of the ICMW reflects numerous tensions and compromises of the different kinds of countries, thus it falls short of affording adequate protection for female, youth and irregular or undocumented migrant workers. Although effective border administration is necessary, relying the security and administrative measures only can not eliminate the illegal migration. The essential mean for migrant workers' protection is widening the migration and increasing the legal ways for normalization.
