Countermeasures On China's E-government Construction

The 6th Plenary Session of the 16th Central Committee of Communist Party of China take "innovating the social management system, confirmiting the social management resource, improving the social management standard" as the one of the important mission for structuring harmonious society of our country. The E-government affair as the one of the important content, of the constructure of knowledge-base economy times country, plays the important role in busting our government administration system and improving the government supervisory service standard. My theory has taken administration ecology theory as a tool, using systematical method, analyzes the development background, environmental factor and the development course of the E-government affair. On the basis of drawing the E-government affair of abroad experience, my theory gives some suggestions on the future construction of the E-government affair, which may bring many good suggestions.The theory can be divided into three parts:1, The E-government and the reform of the administration management. This part has carried out analysis on the background and some ideas on the E-government, and described the function and structure of the E-government theorily. Thanks to the close connection between the E-government and the reform of the administration management, this part mainly analyzes the distinction between them, in addition to the effect.2, Analysis on the course of the development of the E-government. This part finds the basic rule of the development of the E-government with the description of the development of the E-government. Moreover, it mainly analyzes the problem existed in the development of the E-government affair. Accordingly, it finds the evidence for our future development of the E-government affair.3, Thinking on the countermeasure of the construction of the E-government affair. This part puts forward that to think about the countermeasure of the construction of the E-government not only according to the basis of the sum-up to the past the development of the E-government., but also the successful experience of the abroad. Upon it, I put forward my own idea to our future the development of the E-government affair. That is: to achieve the transform of the administration management. The E-government must adapt to the administration management. To boost the main technical development of the E-government and standard planned work.. to strengthen the basic construction and to make the effort to solve the secure problem of the E-government, to improve the whole quality of the personnel.The theory strives to give a detailed analysis on the electronical government affair. It strives to integrate the theory and the practice, as well as the abroad experience and the situation of our country. Upon them, I put forward my whole idea on the feature development of the E-government affair, expecting to give the apocalypse to our construction and the development of the E-government affair.
