With adoption of the theories of public administration and enterprise management, the thesis systematically analyzed the customs management under the analyzing frame of "environment, system and people". In virtue of the rich experiences on customs management and reform, the thesis has accomplished the combinations of criterion study and demonstration study, the theoretic study and the reforming practice. For the time period of the studied objects, this writer focused on the customs management of 80"' and 90'" with a preview on the initial stage of the 21st Century.In the prologue, the writer explained the theoretical references and studying methods of this thesis. And in the first chapter, the writer made a brief review on the achievements and problems of customs management from the implementation of the reform and open policy to the metaphase of 90lh. In the second Chapter, the writer made an analysis on the environmental factors that lead to the managerial problems of customs in the last decade. From the view of customs structure, administrative system, operational regulation and procedures, as well as the internal control system, the writer analyzes in-depth the institutional and systematic reasons that cause the series of problems of customs in the third chapter. In the following chapter, the writer analyzed the factors of people that cause the so-called "collapse of customs" from the view of the present personnel system and human resources management of our country. In the fifth chapter, the writer introduced the reforming concepts and practices of American, Australian, New Zealand and the Holland Customs, that were borrowed from the management of enterprises and have been widely predicted as the future developing trend of customs management. In the sixth chapter, the writer made a study and analysis on the challenges and opportunities of customs management under the background of economic globalization. In the seventh chapter, the writer indicated the characteristics and requirements of the customs management with the development of information technologies. From the view of managerial concepts, system, procedures, methods, and the organizational structure and personnel management, the writer illustrated the objective pattern and system framework to establish a scientific, civilized, clean and effective modern customs system in the 8th, 9th and 10th chapters. The writer also set forth in brief the conception to reform the customs personnel management regime and innovate the customs integrity system in the last three chapters.
