Contemporary Chinese Communist Party's Ruling Cost Studies

The ruling cost means that the party in power waste the total of the ruling resources in order to maintain the ruling position and the political power circulate, to promote his social ideal and political proposition, and to acquire a ruling benefit in the ruling process. If the party in power want to put the own social ideal and political assertion into operation ,to tamp own ruling foundation,and to making stronger own ruling position,that it have to pay a certain ruling cost. In a long term of the past, our ruling cost consciousness is cool, and also few to the research of ruling cost. Be emphasizing science govern of today, the party in power need to change a ruling way, to carry on more thorough research of the ruling cost problem. This thesis uses the methods of theories contact actual;unifies the history,reality,and logic mutually; and combines comparison,analysis,and induction etc. together,and the research of ruling cost is systemic and in-depth. The contents of the thesis is as follows:Chapter 1, carry on a definition to the concept of ruling cost, point out the differentiation and contact of ruling cost and the administration cost , carry on a classification to the ruling cost, fetch in the analysis method of cost - benefit in the economics, treat of a few related concepts of ruling cost(ruling resources,ruling benefit and ruling efficiency).Chapter 2, analyze the characteristics of ruling cost, explain the research necessity and meaning of ruling cost, discuss our party in power how to enrich and develop ruling cost viewpoint at practice course in the history period.Chapter 3, carry on an analyse to the ruling cost of contemporary Communist Party of China, put forward the present condition of ruling cost and the reason of ruling economic costs keep high ,and carry on a study at its payout principle, expect that the expenditure of ruling cost is more scientific.Chapter 4, the thesis puts forward the counterplan and suggestion that lowers ruling cost with the control finally, this will contribute to Communist Party of China to set up ruling cost consciousness, improving a ruling ability ,and it will have very strong realistic meaning.
