The consolidation of the ruling status of the Communist Party of China originates from the legitimacy of the ruling party. The legitimacy of the ruling party is concrete, historical and development, rather than once and for all. Ruling cost as an important factor affecting the legitimacy of the ruling party, not only determines the rise and fall of the country, but also directly determines the success or failure of a ruling party. In today’s world, the ruling practice shows that, a rational ruling form, in addition to the rule of law, the rule of intensive, honest administration, the person in power these connotations, but also must have a performance output cost of governance quality, thus achieving the unity between the low cost and high performance. General concern and attention to the ruling cost has become the symbol of the development and progress of the political parties in the world. It is not only the objective demand of the Communist Party of China to adjust complex environment, but also the internal need of the Communist Party of China to consolidate the ruling position, which can reduce the cost and improve the efficiency. Into the social transition period, the party’s ruling environment has changed profoundly. How to reduce the cost and improve the efficiency of the government in the new historical conditions is a major issue that the party must face and solve. In theory and in practice, it is needed to make a thorough and systematic study on this problem.In this paper, the Communist Party of China ruling cost as the research object, the main answer to the party’s ruling cost is what, the party’s ruling cost why rise, how in the period of social transformation, reducing the party’s ruling cost three basic questions.
