To reinforce ruling building of the CPC is a very important decision the fourth plenary meeting of the sixteenth central committee of the CPC made as well as a great task the CPC should fulfill under new historical conditions. As a ruling party, in order to push its social ideals and political opinions, tamp its ruling base, and consolidate its ruling position , the CPC has to reduce its ruling cost.The ruling cost has a close relation with ruling capability of the CPC. That the CPC can reduce its ruling cost and improve its ruling performance will verify its ruling capability. If we pay attention to the ruling actuality of the CPC, we will find many phenomena, such as the disharmony in Party-Government relationship, the overstaffed framework and low effectiveness of our governments, especially the spreading of corruption; going in for big proposals and Performance Project and Graphic Project in economic construction, push the rapid development of economic at the cost of destroying environment; bad influence of culture, which improve the ruling cost of the CPC. Emphasizing ruling scientifically, we need to research the question of ruling cost in depth, which can have an important impact upon enhancing the ruling capacity of the CPC theoretically and practically.Based on dialectical materialism and historical materialism, with the help of comparative analysis and demonstrative analysis, this dissertation analyzes the actuality and cause of ruling cost, and raises the way to control ruling cost. This paper consists of foreword and text. The foreword gives a brief introduction of the research actuality and main problem this paper wants to solve and the practical and theoretical significance of this research. The text includes three parts. The first makes summary of ruling cost ,introducing the knowledge of ruling cost such as the concept of ruling cost, the inscape, dialectical relation and characteristics of ruling cost. The second analyzes ruling cost, including ruling cost presents ruling capability, the behavior of ignoring ruling cost and the main causes of high ruling cost. The third puts forward some countermeasure, including the general requirements, basic principle and approaches of reducing ruling cost and enhancing ruling capability.
