Government Research, Public Policy Management Of The Third Sector

Third Sector has special advantages in public management. It can provideparts of public products, and promote the social safety and the efficiencyof public management, and so on. But it still has some straws in thegovernment's management to Third Sector.From the angle of the management by public policy, and on the basis ofanalyzing the situation of Third Sector, this article uses the latest theoriesof relevant subjects, deeply discusses the utilization, predicament anddeveloping trade of Third Sector, provides the way for its development, especially place importance on the utilization and system of the managementby public policy. It indicates: Firstly, as one part of the public policy, Third Sector still needs government's supervision, guidance andadministration. Secondly, as the main maker of the public policy, thegovernment has the resources superiority, and it insists on the public policygoal and the value orientation, thus it needs to undertake the managementresponsibility. Thirdly, the management should conform to the realistic needs, that is, suitably and orderly.The research results in this article are quite limited, both theoreticallyand practically. From now on, I will further research some aspects, includingthe relationship between government and Third Sector, Third Sector' sattribute, property right, operational mechanism and system environment, andso on.
