Research On Path Optimization Of The Policy Implementation Of The Non-Public Sector Of The Economy In Shaanxi

The non-public sector of the economy is in an important position of our socialist market economy,it makes great contributions to maintaining growth,promoting innovation,increasing employment,improving people’s livelihood.Since the reform and opening up,especially since the 18 th NCCPC,Shaanxi Province has issued a series of policies and measures to support the development of the non-public sector of the economy,and has improvd the internal and external environment of the development continuously,the non-public sector of the economy has developed rapidly and healthily.This paper,which is based on Smith model theory,adopts literature analysis,interview method and questionnaire survey,to discuss and analyze the status of the policy implementation in policy,executive agencies,target groups and policy environment,there exists some problems that the policy system is faultiness,the efficiency of executive agencies is low,the quality of target groups is irregularity,policy environment is poor,etc.At the same time,based on the analyzing existing problems,optimization measures of the policies which is to support the development of the non-public sector of the economy are presented.Those measures are composed of four parts:making the policy formulations scientificity and compatibility,improving the ability of executive agencies,stimulating the endogenous power of target groups,optimizing business environment,and puts forward some corresponding suggestions,that is important for the high-quality development of the non-public sector of the economy in Shaanxi.
