Chief Legal Consciousness

The consciousness of administrative law is the product of the practice of administrative law, which is the subjective assurance way of social subjects concerning administrative and legal regime, administrative law and all social phenomenon of administrative law, the organism of people's various psychological factors which includes rationality, emotion, will and belief concerning administrative law. According to different standards, we can divide consciousness of administrative law into different types. The consciousness of administrative law which run through the process of the practice of administrative law take an important part in each link of the practice of administrative law. In my opinion, the ideal condition of consciousness of administrative law mainly includes pursuing positive administration under the superior position of law, abiding by legitimate legal procedure , tracking down appropriate proportion, running after administrative benefit, running after administrative open and setting up the consciousness of administrative compensation. However there are certain distances between reality and ideality of consciousness of administrative law in China. Taking Shanghai as an example, the consciousness of administrative law of officials in each unit shows the evolution, low level in the whole, mixtures of knowledge of the administrative law and various differences and so on, and the consciousness of administrative law of citizens indicates low level in the whole, short of the consciousness of applying administrative compensation, less approaches to getting the knowledge of administrative law, obvious differences and strong utilitarian in consciousness of administrative law and so on. According to characteristics of the consciousness of administrative law and differences between reality and ideality of consciousness of administrative law, we should chose the mode that fits Chinese culture, structure and perfect relevant system, and popularize law to cultivate and improve people's consciousness of administrative law.
