Popularizing law is an integral factor in the process of nation-building which cannot be ignored.It is also the foundation of building a nation ruled by law and social governance transformation.In November 5,1985,the CPC Central Committee and State Council(1985)send No.23 document issued a notice,the Central Propaganda Department,the Ministry of justice forwarded to all citizens on the basic popularization of legal knowledge of five years plan,the notice pointed out that universal legal knowledge of our country is a major event in the political life of the people,is an important part of the construction of socialist spiritual for civilization.Completing this work is of significance to develop socialist democracy,strengthen the socialist legal system,promote the construction of socialist two civilizations,the realization of the party in the new period of the overall goals and task has important significance.Since then,China has carried out six successive of legal knowledge of five years plan,and achieved remarkable results.The foundation of building a socialist well-off society is to build a civilized and harmonious new countryside,reform and innovate the new rural agricultural development model,and promote the construction and management of the rule of law at the grass-roots areas.For the past few years,with the pace of reform of China's urbanization speeding up,the economic and social environment of rural areas rapidly improve,the market level of the agriculture and related industries gradually improve,the social governance in the grass-roots areas has gradually entered a new planning track.However,according to the goal of China's socialist construction well-off society,at this stage,the level of spiritual civilization construction in rural areas is still in the primary stage,especially some of the local characteristics of the rural area,such as the national minority rural area,the construction of law culture is showing a low level of management,residents are lack of legal knowledge,legal consciousness and legal culture.in addition,Due to geographical and economic disadvantages,the brain drain and migrant workers return.the traditional culture of ethnic minorities has lead to problems such as Oroqen flag situation is more diverse and complex.Therefore,at this stage for the rural areas,strengthen the legal education system research work,explore the current development situation of education and publicity,enhance the legal awareness and legal knowledge,promoting the rule of law culture,to enhance grassroots social governance areas,the rule of law management mechanism,thus promoting the comprehensive implementation of the rule of law is very important.This article is divided into six parts.The first chapter is the introduction,which mainly expounds the research background of the system of the Legal Popularization mechanism,and the current academic research on it.The second chapter is an overview of the basic law education theory,which mainly includes the concept of response and the two parts of the necessity of popularizing law education in grass-roots areas.The third chapter is mainly about the development of Oroqen Autonomous Banner in this study area the current legal system mode and mechanism,so as to correspond to the specific issues analyzed in this article.Mainly from the legal summarizes of the full text and prospects.The ultimate aim of this article is to innovate the management mode of the grass-roots areas of ethnic minorities,strengthen the legal awareness of the residents in the grass-roots areas of ethnic minorities,and raise the awareness of the rights protection and sense of responsibility of the residents.Especially with the actual situation,provide a reference for minority rural areas of legal education,in order to improve the basic legal education mode,enhance the overall quality of the spiritual civilization rural area residents,promote the rural area economic environment,social environment,legal environment,stable and sustainable development.
