Because we are living in knowledge economy , people pay more attention to training than before . Training effect evaluation which is a part of training may decide training success . So a training effect evaluation system , which suit to public department in our country, is becoming more and more important.Thesis dissertated by antitheses and deductive method. Firstly, thesis discussed theories and methods about training effect evaluation on public department that was theory foundation. Then thesis set up training effect evaluation system through contrasting training effect evaluation on foreign public department to our public department.The thesis combined Kirkpatrick' model to CIRO model as my model, discussed main body and contain about training effect evaluation on our public department, set up index system and flow chart on training effect evaluation. Index system on training effect evaluation divided into evaluation index before training, evaluation index in training and evaluation after training. Flow in thesis learnt some experiences from enterprises, meanwhile made public department as foundation.
