Study Of Public Administration Decision-making Standardized Path

With the deepening of China's reform of socialist economic system, it is increasingly pressing to accelerate the reform of administrative management system, build a service-oriented government, and build up a modren public administrative management system with"power consistent with responsibility, reasonable work-division, scientific decision-making, effective implementation, and forceful supervition"as its requirements. Public administrative decision-making is the core of public administrative management. The modernization of public administrative management certainly needs the modernization of public administrative decision-making, i.e.,the realization of democratic, scientific, legal and standardized public administrative decision-making.The current situation of the construction of democratic, scientific, legal and standardized public administrative decision-making, requires ,based on our politics, economy and cultue, to reflect on the existing problems,learn lessons from China's public administrative decision-making and make use of the sucessful practices and experience of the building of western public administrative management system and provide designing and guidance theoretically.The aim of this paper is to , starting from the angle of standardization of public administrative management system building, deeply analyse the background, basic approaches and aims of public administrative decision-making, and raise countermeasures and suggestions to strengthen China's standardization of public administrative management system building. This paper falls into five parts: the 1st part, mainly through the analysis of the importance, characterisics, aims and ways of thinking of public administrative decision-making, points out the importance of standardization of public administrative decision-making; the 2nd part, mainly through the analysis of the background and current situation of China's public administrative decision-making, makes clear the distance between China's standardization of public administrative decision-making and the need for the reform of administrative management system; the 3rd part, based on the aim of scientific, democratic and legal public administrative decision-making, explores basic approaches to realize the standardization of public administrative decision-making,i.e. push on democratic,scientific and legal decision-making of China's public administrative decision-making; the 4th part mainly draws lessons from the thoughts and practices of the standeardization of public administrative decision-making home and abroad,and raises countermeasures and suggestions.With theoretical research methods, learning and using the results of public administrative research of both home and abroad, based on China's party system and political bodies, as well as the current reform of our national public administrative reform, especially the practice of the building of scientific demacratic legal public administrative decision-making, this paper raises the countermeasures and suggestions to strengthen the building of standardization of public administrative decision-making in the light of existing problems of public administrative decision-making.This paper, based on the building of democratic,scientific and legal decision-making, systematically inspects the issue of decision-making standardization in order to study and guide current China's reform of administrative management system from a wider thearetical angle. It raises the assumptions and suggestions to strengthen experts'veto right in the aspect of scientific decision-making, enlarge speech right of the targets of public administrative decision-making, popularize vote-decision in public administrative decision-making, stipulate the Law of Administrative Procedure, establish large-sized supervision organization and strengthen supervision inside administrative system in the aspect of legal decision-making and stardardization buiding. It is hoped that this paper will make a little exploration to push on the system buiding of administrative decision-making and enrich China's theory of public administrative management.Aimed at the practice of China's current government reform, it is necessary to strengthen the research on the standardization of administrative decision-making and system designing on a wider and larger scale to form system authority of the standardization of administrative decision-making, while strengthening the building of standardization of legal public administrative decision-making. As for the assumptions and suggestions of specific mechnisms, systems and modes about standardazation of administrative decision-making,due to the author's limited understanding and practice, this paper may have some idealistic factors. It is hoped that those who make research on China's public administrative decision-making can point out and correct the mistakes in the paper.
