A Preliminary Search Into Regional Management Modes Of Tianjin Binhai New Area

Tianjin Binhai New Area (TBNA) is not an administrative region, but an economic region, which includes Tianjin Economic-Technological Development Area, Free Trade Zone,Tianjin Port, Tanggu District, Hangu District, Dagang District and Parts of Dongli District and Jinnan District..The Management Committee of TBNA is responsible for planning, directing and harmonizing the economy among these districts in it. According to their respective responsibilities, the local authorities as well as their corresponding administrative sections carry out the administrative work. This kind of management mode has played an active role in the process of developing and building TBNA for more than a decade. But, with continuous development in economy and society, it begins to emerge some problems. Firstly, as an appointed agency of Tianjin Government, the Management Committee does work limitedly and difficultly; Secondly, it is difficult to harmonize inter-instruction of infrastructure and inter-improvement environment; Thirdly, it is also hard to form a comprehensive industry distribution; Fourthly, the society affairs increase too much. These problems prevent the process of economic integration, and greatly influence the whole development of TBNA.Therefore, it is necessary to improve the regional management mode of TBNA. On the basis of respecting the reform history of regional management mode in Shenzhen and the Pudong New Area of Shanghai, this article makes the revelation to TBNA, through analyzing system and the structure of governmental organizations in details. Besides designing a new system, the method refers to adjusting Administrative Division or not. This paper introduces the reasons, thought, principles, specific projects on Administrative Division in TBNA. and emphasizes on analyzing the feasibility. It concludes that we should apply "Compound Administration" to the management of TBNA ,instead of adjusting Administrative Division in TBNA in the near future. " Compound Administration " promotes many fields take part in regional management . Exactly, we should develop intermediary organization greatly, make legal system environment perfect, build service platform. Most importantly, the local authorities must change government functions in order to resolve the problems and accelerate economical integration.
