Meanwhile, Civil servants are required to choose all kinds of opportunities which the organization provides based on the practical conditions of themselves. And they will make their own choice and practice according to the direction provided by practice of personnel management of the organition. In one sense, it will achieve an organic unity between the objective of organization human resources development and that of the management with the civil servant professional profession management. This article has systematically carried on the construction of the fit between the government human resources development and the management with the civil servant's career planning, which has formed a complete system. Through the comparison between the scientific theory and the practice, it pointed out the realistic possibility and academic inevitability of the subsist of"the fit". And it also indicated the direction of"the fit"development by original research of the bottleneck which hindered"the fit"realizing to carry on the root. It is believed that it will have the biggish help for both administrative organization and civil servants if we instruct the civil servant management practice with it.
