This article introduces the characteristic points of civil servant and its career planning, especially the young civil servant. This article is based on Career Management Theory, Two Factor Theory etc. The research method is a questionnaire about young civil servant career planning, including options of work actuality, options of career cognition and options of career in expectation. The testers are all Shanghai young civil servants below thirty-five years old. 105 questionnaires are reclaimed, which cover nearly all the system and department so that they can nearly stand for the young's thoughts. After a detailed analysis, the questions reflect actuality and some problems that how to hang together organization desire and individual desire, which motivator method could arouse the initiatives of the personnel, and how to strengthen the role of organization. The countermeasures include the individual career planning and organization career planning. There are two points about individual, building target and improving abilities. There are five points about organizations, communicating each other, providing the chance of promotion and training, establishing Organizational Culture and innovating motivator method. Especially, training, taking a temporary post, exchanging, job rotation these four methods should effectively combine with each other. Also, the new policy will be put forward. We hope establish a information evaluation model for each to get individual development. We inspire by the students exchange of academic communication activity. This way is feasible. Along with the reform to the personnel system deepened and deepened, young civil servants need career planning and the plan will be successful through the associated effort by individual and organizations.
