China's Township Administrative Reform To Explore

Our country is a large agricultural country. Agriculture, countryside and farmers are an important issue which is indispensably linked with reform and opening-up and modern construction. The fifth plenary meeting of the 16 session of CPC puts forward the great historic task of constructing new socialist countryside. The task embodies the request of the development of rural politics, economy, culture and society under the new situation and gives a correct direction for the solution of the problem of agriculture, countryside and farmers. The construction of new socialist countryside is a systematical project which is integrate and needs governmental support. As China's most grassroots political power in the town, township governments will undoubtedly play an important role. They are in the very place where a new rural construction is going on. It will be an irreplaceable force. At present, however, the party and the country's decision-making construction of the new rural tax - for-fee reform in the agricultural tax abolition made after this context, the township government abolished the agricultural tax, which add more difficult to township governments and even made township government fail to operate normally. The condition makes township administrative reform necessary in order to meet the demand of the construction of new countryside in the process of constructing new socialist countryside. Through analyzing, this article discusses how to construct the administrative structure of township government and puts forward the methods and measures of the administrative systems. Its aim is to improve the ability of public managing and public service so as to drive the construction of new socialist countryside.This paper is divided into five sections, specific ideas are listed as follows: Part one: Introduction. This part mainly introduces the background and significance of this article, and then, on the basis of studying the current situation at home and abroad, puts forward their own ideas and research purposes. Finally, it presents the methods and processes of study.Part two mainly introduces the theories of the township administrative reform and discussed in detail the theories of governmental administrative reform abroad. And then, it analyzes those of our country. These theories can be the basis of township governmental administrative reform in our country.Part three concludes the history of evolution of Chinese township administrative system. Based on the historical evolution of Chinese township administrative system more than 50 years, this paper analyses the emerged issues in the reform of Chinese township administrative system, summed up the basic experience and lessons, and analyses detailed the actuality of Chinese township administrative system, including the status, characteristics, function and the existing problems and its reasons.Part four, discusses the reform of Chinese township. Based on the analysis of factors in the reform of Chinese township administrative system, this part points the direction, objectives and principles of Chinese township administrative system reform, and then discusses the channels of Chinese township administrative system reform.Part five. The author takes township administrative reform of Queshan County as example, and takes a perspective of functions of the government and system innovation, and analyzes the success and lack of administrative reform in Queshan County.
