On The Function Of Township Government In The Construction Of New Socialist Countryside

In the suggestion made by the Central Committee of the CCP for formulating the 11th Five-Year Plan for national economic and social development, promoting new socialist countryside construction was explicitly proposed. Thereafter, certain opinions on promoting new socialist countryside construction given by the Central Committee of the CCP and the State Council also proposed that promoting new socialist countryside construction should be put to a prominent position. The new socialist countryside construction should be carried out by the grass-roots level that be inevitably led by the country government.To further prove the important role of the country government the writer gives some examples.The thesis is divided into five parts:PartⅠ. To introduce the feasibility and importance of the country government, the writer inspected the new socialist countryside construction in various domestic and foreign regions, especially in Weifang City of Shangdong Province.PartⅡ. It inspected totally the new socialist countryside construction in Dongba Village of Huanglou Town. It introduced the developing process of Dongba Village in economic aspect,social affair and cultural and ethical progress.PartⅢ. It inspected the totally buliding and improving progress of flowers and plants industry colony in Honglou Town which included the stage of individual operator,the stage of leading enterprise,the stage of cooperative society etc. It was impotant to introduce the role of country government in the development of flowers and plants industry.PartⅣ. Deep perspective village of its own reasons for industrial development. From the party branch building, the formulation of development planning and implementation of democratic management, changes in folk customs, and shaping the new farmers, and other aspects of exploration.PartⅤ. Discussion on the location and role of the country government. From explicitting the development goals, grasping the law of development, strengthening development foundation and creating a development environment, and safeguarding social stability, and promoting the comprehensive development of various social undertakings, and shaping the new farmers that were discussed.
