Public administrators'behavioral choice is not only a question of practice, but also of theory. It Public administrators have to shoulder the object responsibilities when they shoulder the subject responsibilities. The former means the every responsibility that the governmental organization, the relative superior, the law and the public voice expect or exercise to. The latter points to the responsibility the public administrators feel or think. It roots in their feeling and faith to responsibility or their judgment to conscience and identity as a public administrator. While facing this kind of conflict, whether public administrators can efficiently resolve it and make responsible decisions is directly related to the establishing of a responsible government and the realization of public interests, whether overall public administration can be smoothly carried out, and the realization of public administrative objectives. Therefore, a study on it is of great theoretical and practical significance. In view of this, this thesis focuses its study on'the accountability conflicts facing by public administrators and their countermeasures.From content, this dissertation is composed of two major parts, whereas from form, it can be divided into five chapters. The first part includes chapter 1 and chapter 2, which is devoted to giving an account of what this thesis bases on and its logical precondition. To be more specific, in the introductory part of chapter 1, the dual motives, practical significance, theoretical value and innovation value are briefly introduced in the form of literature review, and then some key concepts and terms involved are explained, at last, some theories related to this study are pointed out. Chapter 2 plays the role of theoretical support the whole thesis. It is devoted to giving a detailed introduction of the major characteristics of behavioral choice: the preconditions of behavioral choice -the free will, the free society as well as the outcomes and consequences of behavioral choice-the shouldering of various responsibilities. The second part is the body of the whole thesis, which follows the logical line of'raising questions, analyzing questions, and solve questions'. This part contains three chapters: chapter 3, which raises questions, gives an account of the connotations and denotations of accountability and its categories, points out what responsibilities public administrators should assume and their theoretical foundation, analyzes how responsibility conflicts are formed, following this logical line, expounding the detailed conflicts among various responsibilities. Now that the questions are raised, the reasons why there are such questions should be analyzed. Chapter 4, which analyzes questions, mainly deals with the question why accountability conflicts are formed from both subjective and objective perspectives. The objective reasons mainly include the influences of traditional political culture, traditional administrative regime, the great gap between modern and post-modern values, whereas the subjective reasons mainly refers to administrators''economic man'and'going with the stream'psychology, etc. One key is to one lock, only by finding out the detailed reasons, can its countermeasures be right to the target and the questions can be readily solved. The core chapter 5 is dedicated to finding out the detailed countermeasures to solve accountability conflicts. Following the logical line of the Public Selection School, that is,'Human Nature Hypothesis-Model Construction-Detailed Measures', this chapter, first of all, puts forwards three different hypotheses about human nature and their implications so as to make up for the absence of logical precondition of two control means, then based on the aforementioned content, advances three models to solve conflicts, and finally, points out the detailed countermeasures under each model. On the basis of the internal and the external control means advanced by the theoretical circle, this thesis reconstructs the detailed countermeasures under either model. Furthermore, it also advances the non-control means to supplement the current lax measures.
