Although the administrators in the bureaucratic system canselect their administrative behavior through the way of step by stepobedience, it doesn’t mean that their behavior selection are correct orjust. What’s more, the bureaucracy itself doesn’t take over all theobstacles they face in the administrative behavior selection. In fact,the behavior selections of the administrators are alwaysaccompanied by all sorts of ethic conflicts. So the administratorshave to consider these questions seriously. In this sense,the aim ofthe administrative behaviors is the inevitable end of the digestion ofthe administrative ethic conflicts.The reason why I choose the view of behavioral choose toanalyses the question of ethic conflicts which the administrators arefacing is to find the solutions form reality. This article mainly seeksthe reasons for the ethic conflicts in the administrative behaviorchoose and the countermeasures to digest these conflicts throughanalyses the attribution of the administrative behavior chooses, theattribution of the ethic conflicts in this, and the relation between both.In the first chapter introduction, I introduce the aim and themeaning of choosing this title and clear the theoreticaltask——confront the ethic conflict, digest the ethic conflict and solvethe ethic conflict, and then, this chapter introduced theoreticalevolution and basis of the important knowledge points detailed so asto make theoretical bedding for the later discourse. And then, in thesecond chapter, this article briefly introduces the mainly conceptionsto be discoursed successively so as to make the later discoursingspecifically and rigorously. In the third chapter, I discuss the ethicmotivation, ethic evaluation, ethic thinking steps of theadministrative behavioral choose. Through the analysis of thischapter, the ins and outs of the question of administrative behavioralchoose are be cleared. In the forth chapter the question of ethicconflict in administrative behavioral choose are be discussedcontaining the power conflicts, the role conflicts and the benefitconflicts. These three kinds of ethic conflicts independent existenceor intertwined sometimes, but in the final analysis, they cansummarized to benefit conflicts reflected in some kind ofresponsibilities conflicts. In the fifth chapter, the reasons of formingthe administrative ethic conflicts are discussed from the followingfour aspects: cultural reasons, economic reasons, system reasonsand personal reasons, which reflect the complexity, times andpermanence. At last, in the sixth chapter, the countermeasures ofdigesting these ethic conflicts in the administrative behavioralchooses are put forward. It contains external controls and internalcontrols. The external controls means strengthen legalization and institutionalization of the administrative ethic standards, and theinternal controls means the education and internalization of thesocialism ethic values.
