As China's current economic, political, cultural, and other endeavors of the sustained and rapid development, population movement continues to expand the scale population movements will continue to increase, the floating population in urban society has become an integral part of the city's economic development plays increasingly important role. But because of the existence of China' s household registration system, as well as some of the provisions of the electoral system failed to take into account a more rational flow of the population the right to vote, making the floating population in urban society in the status of aphasia. On the one hand, urban society ignored or not listen to the voices from the mobile population. The other hand, the lack of floating population in urban voice, do not have the interests of their own survival-related social affairs. This not only affects the floating population in urban social affairs, and also a direct impact on the improvement of their social status, so that they are unable to express their own interests and control.This paper from the household registration system and the electoral system itself China's floating population of the right to vote could not be guaranteed the root causes and to propose solutions to this problem. And the floating population from its own economic factors, as well as two more fully the floating population the right to vote could not be achieved very good analysis. This issue will be resolved so that the floating population, the right to vote can be properly protected, their political rights can be better fulfilled, thus contributing to the floating population in urban identity in a society , more conducive to social stability, and promote social economic, political and cultural development.
