With the rapid development of China’s socialist market economy since the reform and opening up, the population migration in China increases in the scale as well as accelerates in the speed. Due to the existence of binary household-registration system between city and country, there are two statistical calibers to measure the total population. Along with the trend of increasing population migration flows, on clearly observed phenomenon is the deviation between the resident population and household population, and the deviation is also increased as the population migration trend increases. The expanding Permanent-Registration Population Gap will have negative effects on the coordinated development of China’s regional economic society and the relationship between urban and rural areas, as well as adversely affect and the protection of basic rights for urban and rural residents. Because of our country’s special dual urban and rural household registration system background, the promotion of population migration was actually delayed, which was an important driving force for urbanization development and deepening.The Permanent-Registration Population Gap and its change in different regions and different types of cities also show some different characteristics in different periods. We can observe the dynamic and basic characteristics of population migration and flows in our country from the changes. This article uses the constructed Permanent-Registration Population Gap tools to observe the coordination between the actual effect of China’s regional population migration trend and the reform of the household registration system, through describing and analyzing the population migration and mobility characteristics since the reform and opening up, especially in this century, and further analyze the coordination between population migration and the actual reform effect of household registration system. The main conclusions are as blow:(1)The gap between regional permanent population and registration population is overall widening since the reform and opening up. The Permanent-Registered Population Gap of urban and rural in this decade has expanded rapidly, making the urbanization rate based on permanent residents much higher than that based on register population. (2)The trend of Population import in eastern area is strengthening. The permanent population caused by population migration and flows changes faster than registered population, and the absorbing for the population of household registration system obviously lags behind population migration and flows.(3)The trends of population export in the middle and western part are also enhanced as the export of permanent population residents is slightly faster than the registered population, while the western region presents a certain internal appeal compared to the middle part.(4)The Permanent-Registered Population Gap and speed of population import of big cities especially in the east area are both the highest, thus showing the lag of the reform of household registration system. Medium-sized cities in middle and western part are still showed a certain appeal, while small cities show the low attractions due to their slow economic development and fewer jobs opportunities.This paper argues that, to promote the rational flow of population between regions and further promote the development of urbanization in our country, we should pay attention to promote urban-rural linkage, regional linkage and differ-sized cities linkage reform of the household registration system, in order to ensure the coordinated development of regional economy and society and population.
