Determined by the immature stage of village democracy, its four functions also worked with low efficiency. By discussing about the ways of building village democracy in this part, those four functions could be upgraded for coordinating interests'conflicts better. The feasible methods included: strengthening the legal system to reinforce the function of producing interests; widening the ways of communicating to develop the functions of expressing interests; enriching the methods of coordination to enhance the function of conforming interests; improving the mechanism of supervision to promote the function of guaranteeing interests.
