China's Grass-roots Government To Fulfill A Number Of Issues In Social Management Functions

The basic unit government is the entire government system foundation, which plays an important role in the entire government system, and relates the Central government and the people. Then, we present the problems in the course of administration and explore the reasons for these problems with the actuality in our country. Meanwhile, we make the contrast with the experience of the other countries, which gives us some revelation.Finally, based on the problems and reasons, we proposed the countermeasures for those problems according to the succeed experience of the other countries and our situation. Namely, the exertion self-governance of the basic unit government with the scientific concept of development, the establishment perfect basic unit community public participation in decision-making mechanism, the establishment of mechanisms for consolidating resources to enhance the overall control capacity, fully promotion social management innovation, improvement the responsibility of the executive and the legislature and establishment sound supervisory mechanism.
