The disability is the price which the humanity pays for the pursue of social progress, the national disabled person sample investigation in 1987 and 2005 gave the full demonstration that the society is in the advance, the number of disabled persons is increasing too. The huge disabled person group brings many life and spiritual difficulties for millions of families. These difficulties go far beyond the bearing capacity of the single family, so the entire society must take the responsibility of it. And as the weaker group in society, the disabled person group is also the object to which the specialized social workers pay attention. Since the 21st century, China takes the urban community construction as an important development object , and the disabled community work is one of the primary tasks of it. But at present a series of disabled people work involve primarily a kind of microscopic work of assist and the macroscopic work of policy, lacking the intermediate perspective work for the disabled person. For adapting to the domestic and the overseas situation, we must study the intermediate perspective working model for the disabled person group, and play its role that links the preceding one with the following one, so that to guarantee the community-based services for the disabled to carry on.This article through ways of symposium and non-structural formula interview, diagnoses the basic situation and the performance characteristic of the disabled community work developed in Nanjing, and summaries that the model of the disabled community work in Nanjing belongs to the "government-led" model. With the next market economic system was further improved, the gradual reform of the political system and social system changes, problems of the "government-led" model of community work are becoming increasingly prominent, and we must have new people with alternative models of community work.This article constructs one kind of "Community-based" model of the disabled community work in perspective of the government, the community and the disabled. Hope that this model can compensate for the lack of the original model, and the community and the disabled can play their roles to achieve better results.
