Research On Community-based Rehabilitation Services Of The Physical Disabled Persons In Hefei

With the progress of social civilization and the rapid development of economy,the concept of rehabilitation for the disabled is deepening.The Chinese government pays more and more attention to the rehabilitation service for the disabled,and the service of the disabled in China has developed rapidly.At present,community-based rehabilitation service is the most suitable and promising rehabilitation model for the disabled.Community rehabilitation is widely used in the rehabilitation of the disabled all over world because of its advantages of low cost and convenience.Community rehabilitation is based on the community,making a comprehensive use of various resource of rehabilitation services in the community to provide medical,education,occupation and social and other aspects of rehabilitation services for the disabled according to the situation of the disabled themselves,which promotes the comprehensive rehabilitation of the disabled,and helps the disabled integrate themselves into the society to achieve their own values.Community-based rehabilitation is an important part of The Implementation Plan of Precise Rehabilitation Service for The Disabled in Hefei.It is the primary way to achieve the rehabilitation goals for the disabled in Hefei and the fundamental way to achieve the goals of the 13 th five-year plan of rehabilitation service for the disabled in Anhui province.However,there are many deficiencies in the specific implementation process.The author selected part of communities and community health service centers to conduct field investigation based on the sample survey of limb disabled community,and interviewed DPF staff of the community,doctors of rehabilitation department of street community health service center,disabled people and their families in the community,in order to understand the present status of the community rehabilitation service supply in Hefei and rehabilitation demands and needs of physically disabled persons,which is the basis for author to do a further analysis on the development status of community rehabilitation services for the disabled in Hefei.The study finds that the current community rehabilitation services for the disabled lay emphasis on medical rehabilitation services from policy formulation to implementation in Hefei,greatly narrowing the connotation of community rehabilitation,existing a series of problems such as contradiction between supply and demand of rehabilitation service,service personnel and rehabilitation service in low level,low utilization rate in using community rehabilitation services for the disabled and so on.In view of the existing problems,the author comes out with measures and suggestions on improving the community rehabilitation services for the physically disabled in Hefei from three aspects: the government,community and social organizations.
