It’s a key sign to measure the degree of civilization and development in thesociety, through the development of disabilities’ career. As a leader in the economicdevelopment in our country, Guangdong has a unique conditions for the disabled.Based on the theoretical review on the theory and practice aboutCommunity-based Rehabilitation (CBR for short) from domestic and foreign scholars,the writer tries to establish an index system used in Guangzhou. World HealthOrganization (WHO) has set up a template CBR indicators. In this research, thewriter uses SPSS to analyze the primary needs in the disabled. It’s a comprehensivestudy on the rehabilitation of health, education, livelihood, social development andempower. The writer also talks about the26indicators from CBR framework, aboutthose implementation and relevance in Guangdong in details. The theories used inthis paper include Social Exclusion theory, Constructivism and Empower. Themethod form Social Work is the way to achieve the goal.The results show that education is the main factor for employment of thedisabled, whose situation on employing is lower than average. The major forms ofparticipation include education and employment, but the disabled have lost the equalchance, they are isolated by the system. In addition, the families with disablemembers have overwhelm by responsibility to care for, so the welfare of thesefamilies are weakening. The disabled are willing to participate in social activities,who have involved in social services by social workers.There are some advises from the result. First, build the care system incommunity for the people with disability. Second, give more support for the specialschools, which only teach for the disabled. Third, give access to equal jobs. Forth,formulate policies to support families of disabled persons. The last but not the least,eliminate discrimination against disability, treat them as our friends or familymembers.
