Tumen River Sub-Regional International Economic Cooperation System Construction Conception

Today’s world,regional economic cooperation has become an irreversible trend, and shows different characteristics in various stages of forms. Sub-regional economic cooperation is low-level regional economic cooperation, it’s a smaller geographical area,mainly in the border areas adjacent to different countries.At present,in the Northeast Asian economic cooperation is mainly based on the Tumen River Sub-regional economic cooperation.Not only Tumen River Sub-regional international economic cooperation help countries of Northeast Asia coping with challenges after the times of financial crisis,accelerating their own economic development,especially my country further revitalizing the northeast old industrial base,raising the open level of border and promoting frontier’s prosperity and stability,but also conducive to achieving regional peace stability and prosperity in Northeast Asian as a whole. Since the commencement of this cooperation has achieved positive progress,such as strengthening economic and trade cooperation,the establishment of cooperation mechanisms.On November18,2009, China’s State Council officially approved " China’s Tumen River Area Cooperation Development Plan Outline-Changchun, Jilin, and Tumen as the Developing and Opening Pilot Zones ", it has made China’s Tumen River regional cooperation development as a national strategy, So far, Changchun-Jilin-Tumen Developing and Opening Pilot Zones is the only border,which is approved officially, of all borders development and opening areas,accelerating the construction of Changchun-Jilin-Tumen Developing and Opening Pilot Zones is a major initiatives in revitalizing NorthEast old industrial base of China, opening to Northeast Asia and strengthening economic and technical cooperation,it will create a new situation and play an important role in promoting the depth of the the Tumen River Sub-regional international economic cooperation.However,still lags behind its system construction, with the lack of efficient and authoritative cooperation mechanism, which restricts the pace of cooperation in depth forward. Therefore,this paper divided into three parts:Firstly,it summarizes empirically Tumen River Sub-regional international economic cooperation system construction including Sub-regional economic cooperation’s connotation, features and role of system in it,at the same;Secondly,it elaborates the situation and constraints of the Tumen River Sub-regional international economic cooperation system construction,including the motivation,achievements and unfavorable factors of the cooperation;Thirdly,for the problem of the system construction in the Tumen River Sub-regional economic cooperation, proposes specific ideas for promoting further development of cooperation as strategies,which is based on referencing the Sub-regional economic cooperation case experience.
