For kinds of reasons, Sino-Mongolian relation may be the most special and important bilateral relation of all the relations between China and its neighbors. However, Sino-Mongolian relation has never been as it should be, no matter how successful and effective is China's "good-neighborliness" diplomacy. Looking back the changing history of Sino-Mongolian relation, we can easily find that Russia and Soviet-Union has deeply intervened into and influenced it for a long time.After the collapse of the Soviet-Union in 1991, Mongolia has changed its foreign policy, then the new third party—US and Japan has intervened into this bilateral relation.This kind of phenomenon between Sino-Mongolia is quite distinctive and meaningful. My thesis tries to analyze this distinctive phenomenon by a theoretical paradigm- Constructivism: Firstly, for historical,cultural and political reasons, there might form a dilemma of cognition between China and Mongolia in thousands of years. Mongolia may never trust China. Secondly, being a weaker country, in order to balance the great power of China in both level of concept and reality, Mongolia insisted a realistic thinking and adopted a realistic policy- Balance of Power. This is just that basic problem in Sino-Mongolian relation.At last, I will try my best to give some advice to solve this problem and help the two neighbors live together smoothly in a more harmonious environment, both in concept as well as reality.
