The information revolution has profound influence on international relations, which erodes the sovereignty of the nation, strengthens the interdependence among nations, makes soft power more important, and brings the non-traditional security to top concern.America is the most developed country in field of information technology and information industry, which produces complex influence on diplomacy of America. First, it strengthens the hard power and soft power of America in some aspects. Second, the information revolution especially the internet challenges the diplomacy of America in national sovereignty, national security, diplomacy decision-making and national diplomacy strategy.The information revolution calls for top attention of soft power, which is ignored by George W .Bush administration. The Iraq trap and diplomacy of Bush administration caused wide unti-Americanism in the world, which resulted in the proposal of transformational diplomacy. China can learn a lot from the influence of the information revolution.
