On 18th January, 2006, in a speech at Georgetown University in Washington, D.C., Condoleezza Rice outlined her vision for diplomacy changes that she referred to as "transformational diplomacy" to meet this 21st Century world. The new diplomacy has become an important concept in the Bush administration in the second term. "Transformational diplomacy" marks the great change of US diplomatic guiding principle from balancing great powers to emphasizing its diplomacy with the developing countries. Secondly, the transformational diplomacy implies that to intervene in other country's internal affairs has become the major task of the US diplomacy. Thirdly, the transformation of diplomacy will make the US democratic strategy a long-term and systematic target. Rice said the US diplomatic deployment in the world is still the pattern during the cold war. Their diplomats are mainly in Europe with partners, but in the vast third world countries, its diplomatic force is not enough. Therefore, the emphasis of the American transformational diplomacy means to send more diplomats to those countries. To enable diplomats to communicate with locals, the US State Department has conducted large scale of training in languages such as Arabic, Chinese, Farsi and Urdu and improved the internet capacity in their embassies. This paper discusses the "transformational diplomacy" which about the theoretical background and its contents and characteristics, focusing on analysis of the "transformational diplomacy," the impact of the implementation of the world situation and the impact of our country, and finally how can we deal with the "transformational diplomacy" strategies.
