The Influence Upon Sino-American Relationship Made By American Transformational Diplomacy

Transformational diplomacy is the governing principle and fundamental policy of Bush's external strategy during his second term of office. A complete and systematic declaration and analysis on the formation, contents and features of transformational diplomacy is discussed in this essay. And the author analyzes and exposes the essence of the policy and its aim at China, and puts forward countermeasures against transformational diplomacy.Firstly, its formation is influenced by three aspects: 1) American famous brain trust strategy, the requirement of fitting in the time made by CSIS, and reformation of American's foreign policy are regarded as its ideological and theoretical foundations. The ruling idea of New Bushism" is its frame structure. Condoleezza Rice's diplomacy idea adds new contents into it.Secondly, its contents extents from "anti-terrorism" to "democracy and freedom", which aims to execute its policy at home; the outline's adjustment on foreign policy and application of synthetical means indicate its flexibility and practicalness. The new features are as followings: Military affairs weigh the same as foreign affairs. Idealism combines with realism. Current threats should combine with traditional ones, which shows that transformational diplomacy is developed from the original one.Thirdly, the reasons for transformational diplomacy are: l)The failure of foreign affairs during Bush's first term of office makes the whole state confront troubles home and abroad. 2) The economic default is saved by wars which is a more economic and practical strategy. 3) The collapse of the Soviet Union and "color revolution " provide strong power for transformational diplomacy. although America has adopted gentle foreign policy and changed the world by means of its owm value, it's obvious that America tries to establish a new global discipline govered by himself and realize "the steady of mono-hegemony" and "new imperialism".Fourthly, transformational diplomacy is maily pointed to China, which China should be alerted to and take strict precautions against. Moreover,in order to protect our national profit, experienced lessons should be drawn from "color revolution", humonious foreign policy should be executed, and more countermeasures should be taken.
