Government Reform, Reform Of Local Government Affairs To Receive Base

The rapid economic globalization has not only brought about pressure for public management to all the countries in the world, but has also produced the impetus of the reform. The governmental reform has become the common question for discussion in the international community.During the period transitioning from the planned economy system to the socialist market economy system, the profound changes in the field of public affairs in our country are pervading all the departments and functions of the government. The local government reception as one of the important contents of public management is also confronted with reform and innovative problems. Regarding the global governmental reform as the background, the Seventeenth National Congress of the party put forward the practices such as "accelerating the pace of the administration system reform so as to build a government featuring the service style", "making great effort to transform functions, rationalizing relationships, optimizing structure, improving efficiency and reducing the administrative cost. This article, under the guidance of such spirit, carries out an intensive research into the issue of local government reception bases for the first time by combining with the particular conditions of Chinese economic transformation and the development of local government reception bases. Meanwhile, on the basis of conducting the rooting analysis over the issue of local government reception bases, this article, borrowing the successful experience of typical cases both at home and abroad and using the main viewpoints of public selection theory and new public management theory, elaborates on the important role that public and private cooperation and entrusting authorization way run in the process of local government affairs receiving base reform, clarifies the reform and development road of local government reception bases, puts forward the concrete innovative scheme and policy suggestions in terms of the reform of local government reception bases.
