Much attention has been draw to medicine price which is overwhelmingly high. In this thesis we contemplate this phenomenon from a public administration point of view, and present solutions. From a public administrator's view, medicine has gained and maintained higher profit margin for its bind sales with medical service thus ensured its monopoly and protected it from severe market competition. As a quasi-public product, medicine has its specific properties. Due to bind sales with other quasi-public products, competition is dormant while monopoly dominates, consumers are passively deputized. As to those facts, this thesis presents a theory which differentiates quasi-public products by their properties and applies it to the division of medicine and medical care while experiments to design a new administration system and probes into further reforms. This research is to further identify public products by their different publicity, and upgrade the system to a delicate one that manages certain public products in accordance to their nature respectively.
