"The agricultural labourer" is a popular word in ten years.By accelerating the course of urbanization,in need of the transterence of superfluous labourers in countryside,the thirst need for increasing income of the peasants,the huge amounts of the agricultural labourers inburst into many cities.Those labourers who are called "The agricultural labourer" mainly occypy themselves in the second or the third industry in cities.The agricultural labourer is a specific group which forms in the course of the transformation of the planned economy into the market economy.They work in the cities all the year round,but their registrars stay in countryside.The word "Agricultural labourer"is a symbol of a dignity firstly,and then it is a symbol of a career.The fifth survey in the status of the employees in 2004,which is surveyed by the General labor Union and the Bureau of Census and Statistics,reveals that there were 744 millions workers in our whole country in 2003,and 378 millions works at the second or the third industy.And among those workers there are 200 millions agricultural labourers, who play an important role in cities.They make huge contribution in the development of cities,but in reason of history and actuality the agricultural labourers'quality is very low and corresponding department know a little to the group,which leads to collision between the binary-system of town and country and transterence of the peasants.The difficuty of hunting job and hardship of life lead to a mount of social problems,and so the agricultural labourer crime is seriously day by day.The agricultural labourer crime,which appears in the time of the transformation,is unavoidable.The pattern formed in history,which agriculture nourists industry,leads to severe unbalance between country and city.At the period of the economy reformation and the social transformation,there will be a huge of social contradictions for the confliction between the old and new system,and the agricultural labourer crime is a result of it.Now the old system and the new one exist in the same time,which results in imperfection at social management.In addition,the old binary-system of town and country issues in country falling behind the city.However,there are a large of superfluous labourers in countryside which pour into cities when census register's limitation loosens.Those peasants only hope that the transformation can improve their living standard,so the transformation is blind and single-faceted.However,the traditional and static social control system of cities is far from the need of the new situation.At the same time the urban residents discriminate against those peasants,so it's easy to cause confliction.In this condition,the crime of agricultural labourers is inevitable.There crime.ⅴ,Social reasons.The discrimination of other people is a very important reason for the crime.ⅵ,The cost to preserve their rights is high.The cost of time and money is so high that they turn to
