| The civil servant recruitment system is one of the significant contents of the Civil Servant Law of People's Republic of China as well as the key link in the implementation of civil servant law. The recruitment system of civil servant is the collection of diversified behavior criteria to recruit civil servant through open and competitive examination.The current civil servant recruitment system of China is developed from Chinese ancient imperial examinations system and civilian merit system of western countries. After the concept of recruiting civil servant through examinations was put forward in 1982, the system experienced the phases of setting, establishment and implementation with fully using the practice and experience of foreign civil servant system as reference. The economic, social and political actuality of China and the current situation of civil servant have also been taken into account. With the specific definition and regulation of the applicable range, the principles, the conditions, procedures, basic methods and supervisory department of civil servant recruitment, the system has been fully developed due to abundant contents and integrated system. The setting and the implement of civil servant recruitment system reflect the deep reform of cadre and personnel system. Though there are still deficiencies in the system itself and specific links, the civil servant recruitment system of China is going on the track of sound progress. Through the basic research of civil servant recruitment system, the author purposes to inspire the interests of deep research and enrichment of the system by more professionals and scholars. The improvement of the quality and level of civil servant recruitment will contribute to the enhancement building of the administration abilities and the organs of political power, the building of high quality civil servant troops, the development of socialist political, materialist and spiritual civilization as well as the building of harmonious society. |
