Civil Society, The Rise Of China Local Government Performance Assessment Study

With the historical development in foreign countries, Government Performance Evaluation has formed a relatively completed theoretic system and achieved good effect in practice. In China, many attentions have been paid to Government Performance Evaluation from 90 years last century and some improvements have been made both from modality and content aspects. However, its development is too slow to satisfy the public demand toward government performance under the current fast developing market economy. Recent years, a few government elites has made some effort to enforce government performance evaluation, but the enforcement effort isn't satisfied, which should be caused neither by the uncompleted introduction of related evaluation technology from foreign countries nor by the unsatisfied organizational effort, but by the peripheral understanding of government performance evaluation imported from overseas. As any theory's generation and development has its own special epoch, its own social and cultural background, so does the government performance evaluation. Based on the consideration of this special background and thoughts, this article firstly analyzes the background of western government performance evaluation, including its cultural, times, theoretic and practical backgrounds etc., omni-directionally explores the inner environment for the flourishing development of western government evaluation from the endogenesis development point of view, narrates the inevitability of the rise of our civil society and its inner association with our local government performance evaluation development, deeply analyzes the problems and difficulties of enforcing local government performance evaluation, and systematically explores and discusses the countermeasures on current Chinese government performance evaluation development from the perspective of the rise of civil society as well as brings forward the solution that satisfies the theoretic, ideal, ecological, channel, and system requirements of Chinese government performance evaluation.
