Since reform and opening up, civil society develops rapidly in china. At present it has already initially formed the organization system including different domains and levels.Since the 1990s, with the word "governance" emerging again, the international political area and different countries pay more attention to it. In the meanwhile, administrative ideas in different countries are changing, too. The governance is local in essence. The local governance is the governance level which is the most close to the society and citizens' lives, directly provides public service to citizens, and relates to citizens' daily life closely. Rural villagers' self-governance and urban community self-governance are the important examples.To our country, with the disintegration of planned economy and the establishment of market economy, the flaws and problems of tradition local administration pattern expose day by day, and local governance ideas should be introduced urgently. So the emerging of China's civil society and its participation in the local public affairs has profound influence on strengthening local governance idea, and overcoming the flaws of the traditional local administration pattern.The article is divided into three parts: The first part introduces civil society and governance ideas. Its characteristics lie in the simplification of administration body, the single pole of administrative authority, widespread region of management. Along with market economy flourishing, this pattern has brought many problems, like the impediment to benefit expression and communication, the insufficiency of undertaking of public welfare, the expansion of the government function unceasingly, the lacks of democratic culture and democracy participation, the imperfection of surveillance mechanism and so on.The third part elaborates the civil society's influence on local governance. Its functions conduct on promoting society's harmony and promoting democracy development.
